So, if he is indeed a "white hat", Q publicizing to "Trust Wray" doesn't help his position as a sleeper one bit. Why would Q need to even publicize it? That I don't understand. The only theory that might be plausible is that the growing criminal exposure of the FBI forces Wray to save his own skin, whereby he is compelled to do the right thing. It's not that he wants to to it, it's because the walls are closing in on him.
