Send it in by mail, have to trust postal workers to do their job. Have someone on the other end have to manually transact the check/money order/etc which takes more time and money. Have to have a physical address of the person being donated to which gives identifying information for enemies.

No, I don't think there's an offline way to donate unless you can physically find the person. I will ask though.
