Obviously there are instances that waiting and being coy or otherwise hiding your intentions is the most prudent course of action. Without a doubt. I personally don't think that is what is necessary or even most effective here. Imo, in this instance, taking down whoever, whenever, with as much firepower or forces are required, then doubled, is effective if treated like the war on drugs. Yes, I know the war on drugs was a total failure. But this isn't drugs. Nowhere near as many offenders.
