I believe Harry signed a document with Ukraine on behalf of DoS/DoD to expand biological weapons research in Ukraine and the treaty hid the IP as Ukraine state secrets/ assets (at our expense). The document was signed as Hurricane Katrina hit, August 29, 2005. Reids signature was obfuscated, however seemed to match when compared to different variations.

That, in my opinion, is when this research began. I posted about this on twitter about a year ago and nobody seemed interested so I figured let it go, but now Clandestine, whom I respect is bringing it up.
