What Pence should say, because it is true, is that the Electoral Act of 1887 allowed for a Senator and House member to contest the electors of a state, then two hours of debate would ensue. On Jan 6th, as soon as AZ was contested and the two hours of debate were about to begin, the riot occurred (even though Trump supporters had not even arrived to the capitol, yet). After the riot, Pelosi pushed the count through, disallowing the Constitutional procedure that would have allowed for contested states and debates. Trump wanted the procedure that day to progress, uninterrupted. Pelosi is the one who got what she wanted, because of the riot.
