My gut instinct is to call bullshit on theories like this. The US and the UN more broadly regularly supports Palestine with tens to hundreds of millions of dollars annually. It has been that way for decades. It got started with Yasser Arafat. Of course Hamas takes the money meant for humanitarian efforts: to build schools, roads, hospitals, etc, and uses it to build tunnels and military infrastructure within those buildings that Hamas then uses as military headquarters and ammo depots to store munitions they use in their intifadas. This is well-known and extensively documented. All "humanitarian" aid to these people is stolen and used to support Palestinians armed efforts to retake the Holy Land for Islam.

$6 billion from Iran is just part and parcel of a long-standing grift that has been going on for literally decades. Israel knows about it and has been ineffective in shutting it down. I suspect there is some tolerance for it because as long as the terrorism continues, they can maintain victim status and a moral high ground when they argue for more billions from the US for themselves. And they get it like clockwork. It's not controversial in either US political party.

And in this case, the $6 billion isn't new money injected into the system either. It's Iran's money that we "froze"/stole with sanctions years ago. We're just letting them have access to their own money again. That's all Biden did. Yes, it probably went straight to the IRGC (ie Hezbollah), but I don't think it was a trigger point for this effort. It looks planned and coordinated, not something slapped together quickly after Iran started flashing cash.
