This is not on Ft. Belvoir, home to ISA/Grey Fox/TF Orange/Secret Army of NoVA. Nor is it in the ISA Annex located elsewhere. I won't divulge that location for security reasons. I have reason to believe that is where the Q operation may be run, based on a photo of a monitor in a conference room that Q posted (it would take me a while to find that post) - in that photo you can see the reflection of the ceiling style which matches the ceiling style in the building I am referencing as seen from the highway.
After watching the video a few times, I think it may be the cluster of buildings (SAIC, Leidos) located across the street from the NRO: https://maps.app.goo.gl/DWCDhjQGaeUsAGzp6
Lastly, as others mentioned, it sounds like a Big Voice system used in military installations. But, that same tech is also used by large corporations with campuses.
