This is correct. All the scholarly types who pontificate with profound solemnity that the president can never suspend the Constitution are factually wrong. Love him or not, Lincoln folded the document carefully and tucked it in his breast pocket while he saved the nation from certain ruin. Did all kinds of whatever he felt necessary to protect and preserve the Constitution—by going around it for a brief period. Then he gently unfolded it, put it back in place, and we resumed normal Constitutional government.
