Yeah I know a guy with low T (allegedly) who takes pills for it and as far as I'm aware that is bogus and doesn't really work (so his problem is probably psychological - the dude is a narcissistic hypochondriac).
pills aren't very good. T-gel (rx only as it is a restricted drug) can easily bump you up, even to higher than 'normal' levels. Careful though, you can end up with thickened blood from abnormal hi T levels (too many red blood cells). Of course you can manage that by donating blood regularly. (yes, hi testosterone can cause increase in RBC's).
