To say in public that someone has committed a crime that can't be shown or proved, or hell, mentioned......qualifies that accusation as Slander and disparagement of character if Trump chose to sue.
It is a crime, in "Our Democracy". They engage in doublespeak so the unaware or otherwise idiot masses think they mean "Their Democracy", but what they really mean is "Our Griftocracy"
Unless he said it in the halls of Congress then you could say anything and not be prosecuted
