I'd just assume that Trump isn't referring to anything "Stalin" with this as it would be pretty random, not being tied to anything. He chooses his words carefully, if indeed he means "Stalin" we'll get some type of confirmation later on.

When I saw it the first time he did it, it was the first thing to come to mind because that was my pronunciation whilst reading.
