Whoa whoa whoa whoa. The house and senate, while made up of state REPRESENTATIVES, are NOT at all the state legislatures. The house and senate make up the federal legislature, but each of the states have their own legislature which meet in each states capitol according to each states constitution.
Sending the votes back to state legislatures is the process defined in the US Federal Constitution. Traitor Pence did NOT do the constitutional thing and send the electors back to the states.
