who cares about a twitter poll of 0.04% of users?
No new legislation can be voted on in half of congress no can the new members of the house be sworn in. Also comittee asignments aren't being dolled out so comitees aren't meetings.
The senate, the executive branch (which is most of the government), and the judicial branch/the supreme court are all able to still work
why is it statistically improbable considering this is the first time this has happened in a ~100 years?
