So this Radio Executive, Robert Monroe researched some audio frequencies that were supposed to give you an "Out of Body" experience. This is what we now know as "binaural beats", which you can listen to on Youtube. He made a company "The Monroe Institute" and sold books about it. The military had some classified programs to determine if psychics could remote view into the USSR and so this was a classified funded program where this "Monroe Institute" was involved. That's it. Everything else is just pieced together parts of scientific knowledge from before the 1980's and mixed with made up stuff from this Radio businessman, Robert Monroe trying to explain how out of body experiences work.

Yes they do track. Universities get audited. I don't know what you mean by "best interests" because there are all sorts of areas universities do research. It could be studying the mating behavior of sharks, researching new materials, medical research....mathematical research...thousands of different things.

The funding is for research. A federal agency has a request for proposals for a specific subject, universities compete for funding to do research.
