All loaded and flexible terms depending on what the power-holders want them to mean at any given time, just like 'community standards', 'hate speech'.

So its not an incentive to do good, its a reminder that you can have your life fucked over for nothing at any time. Feudalism, with nobles free to kill serfs as they please in any number that they can manage.
