Tbh none of those would really shock me, altho good list nonetheless. They are all known criminals just without having ever been brought to justice. Yet. That said, my imagination has been running so hard it generates heat, and the shocking first capture - I like capture better than arrest - I expect it to be world-rocking - a person so huge that I couldnt even guess who it was. I want to be blown the fuck away. I want to be knocked on my ass. I want to need a week to believe it and a year to get over it. I want to never stop talking about it. Also, apprehend is another good one. So is expired while in a violent but failed attempt to attack agents to avoid capture.
