Before a government slaughters or enslaves its population, it invites foreign hordes in to loot them. As soon as its apparent people are beginning to wake up, they will go door to door killing those who would defend the people from predatory government. Once defenseless, the people are wholesale tortured, enslaved, and murdered.
The key thing to remember is that before the people know the war is even happening, they will attempt to jail, intimidate, or outright kill anyone that they think will fight back.
