From the ones I know, the RED_CASTLE / GREEN_CASTLE sequence wins hands down

Criteria are:

ability to demonstrate that Q has advanced insider knowledge
cleverness of the whole plan/sequence
extent to which the plan has been successful in ripping Dems apart (on the regarded topic)
badass-ness
