So why on earth would they be impeaching a man who has 13 days left, especially with such obvious haste and fear?
Because for 13 days he's got the legal reins of the military and and can still hurt them.
They're terrified. He's not done.

On some level they all know what is coming. So far their every attempt has served to only ensnare them a little deeper and bind them a little tighter to their fate. That is unless, as stated, this has all been theater. In that case they simply realize the end is near and that His judgement cometh, and that right soon.
