Not really worth hiring a lawyer for 2K but I, for one, will go out of my way to avoid PayPal and Stripe going forward.

Paypal and Stripe will have to issue a check for the balance, usually 6months after termination of the account. They can't keep the money unless there's no legal person's name on the account to give it to
