Interesting. This means that within the department, if someone dies or is unable to perform their duty, POTUS has set up a direct order for who is to step into power afterwards. Interestingly enough, it also stipulates that the individual that moves in after a vacancy CANNOT assume CEO powers. Get ready for some heads to roll.
