Just chatting with my husband just now and he brought up an interesting thought. What other country could we use to 'test' the plan?

Maybe. But not sure a nation wide blackout would be necessary for that. But if paki was still protecting osama then maybe... Also war. Makes it easier to see the sky and harder for enemies to locate sites
