I’m not exactly good at explaining but hear me out:

Everyone we’ve practically guessed who would be arrested at this point would be too obvious for those who paid attention or had suspicions for years. (Biden, Pence, The Pope, etc.) What if Q meant that the first arrest won’t just catch people by surprise, but whoever is arrested, their absence will cause instability in whatever power structure that has been set up for decades, and we’ll start to see chaos in places we would never think to look, thus the “shock” of the world.

I don’t have enough to back up my theory, so take it with a grain of salt if you would.
