Close friend works at an airport. Anytime there is a shift change or break in an ATC tower, that airspace is closed. It happens very often. Some of those closures are longer now due to covid and having to deep clean the tower.

I just checked and that airspace is not shutdown, SWA is on approach. BWI does however lie underneath a TFR for DC that has been in place for a very long time.
