I’m a little confused by that last sentence ... “practice run for bringing the senate into custody” ok, I assume he means the SpecOps that swooped in to grab the laptops, fine ... but “an ISIS-style fake execution”...!?

Fake execution means they pretended like they were going to execute someone through military tribunal. That is a common scare tactic with death row inmates to trick them and break their spirit. These crooked politicians probably crack on the way there.
