I'm thinking the website is only capable of producing day time stamps and not hour or minutes, so if someone were to update that Trump resigned today, the website will keep glitching until midnight and then settle on a date.

Wrong, Pence and Trump wouldn't have the placeholder if trump resigned. Both would only have that if Trump handed over control to the military.
