When it says "waiting for installation" that means it's already downloaded and your phone is just waiting for the next activity cycle to install. By default I think it's 3am, but it could be different depending on when your phone thinks you're the least active.

Also I have IOS 14.4 sdk and there's 0 indication that anything suspicious is changing... It's already available to everyone using the latest Xcode.
