He predicts it the same way Nostradamus predicted it. Made out plans and put in the right people to execute.

If I predict my dad is going to go to the supermarket, and then I convince him to go to the supermarket, did I really predict anything?

The fact that the same drops can be applied to multiple events over time indicates that they are deliberately structured to follow certain patterns.
