The white looks way to wide for a Roman collar. Looks more like a guy in a suit, maybe wearing an overcoat.

Is this a photo or a screen cap from the video? I ask because the screencapper may have purposed included that man instead of a photographer.

The screen capture is from this video: https://www.youtube.com/watch?v=gyIoPJoja5s&feature=emb_logo All the other secret service are wearing white shirts. The guy on the helicopter would have to be wearing a black shirt or his coat all buttoned up to his neck to look black like that. You can clearly see his white sleeve cuffs and white collar, but no white at all on his chest. Maybe wearing a plate carrier or bpv?
