He's shaking hands with 4 of them. These are the good guys?

One of them he is not shaking hands with, wearing a mask with a RED LINE on it, and making what looks to be a serpent hand gesture.

One of them he is not shaking hands, but laughing and looking genial, and the other guy is making a gesture toward the camera. Maybe the pending peace agreement to be made? Who is that guy in the bottom right picture?
