Just read through. It looks like it is amending a previous EO which limited the purchase of assets related to chinese military companies. The additional part is making it illegal to SELL securities from companies related to Chinese military.

Basically makes any stocks from Chinese military companies (or those they identify as related) worthless on the US market.
