This was discussed mid-2020 last year. What it means, though... could be anything, from a hologram, to a shoddy camera. I lean, however toward the hologram theory, mainly because of the video that precedes the Pope's appearance... a black rectangle opens up, SLIGHTLY larger than the window frame, and that box is where all the "action" takes place.
Holograms using glass panes are all the rage right now. From a security standpoint it makes perfect sense to place one on a balcony instead of actually risking a dignitaries life.
But I think this video is just poorly edited and a pre-recorded video file likely reset to the first frame before they switched the feed.
