I heard the red folder is a thing soldiers give their family before they go on deployment, with all the info they would need in case the soldier passes away

A quick search for possible connections for the color red came up with "secret" level classification. Possibly a nod to how Trump wielding secrets takes the wind out of a party? I think it's a hint to deClas.
