is there any correlation to real time monitoring by military intelligence or government agencies and slow traffic?

I would be surprised if most, if not all, VPN providers aren't operated by intelligence agencies.

There's hardly anyone else who has a stronger motivation to provide such a service, or the ability to keep it running even if some users are implicated in crimes.

I have always been of the opinion that using something to hide your traffic only makes it a hundred times more likely someone would be sniffing.
