We should just keep the newly created "detainment center" up and confine those of them who are not sentenced to death there. During the day, they'd be forced to "roam around" outside (in public view) where they can be viewed and "spoken to" by the American citizens whose lives have been damaged by their crimes. - Kind of like a petting zoo.
