I served 20 years in the Air Force and never once heard of continuity of government levels or seen the acronym COGCON but then again I don't know shit about the Coast Guard.

Coast Guard operates under DHS not DoD, that may play a role? not certain. he said he only remembered COGCON from his FEMA classes when he first joined.
