What? I am quite certain Cuomo is very much part of the DS. He is far more paranoid and sees that the trap has been set. He's one of the 'not so stupid' ones involved. Cuomo is not one of the 'good guys'....I can grantee you that.

Cuomo also refused the vaccine distribution in his state. I think he is a little wiser than the others, in that he knew that it meant large-scale Federal Marshal and troop movements.

I think that weasel has a better head for survival than most of the others.
