This thought just struck me. Pence has taken a fall for Patriots. Trump needed a true inside man in the final days. Trump builds up a great deal of suspense and anticipation that Pence will do the right thing and correct this egregious act. Simultaneously traitors are revealing themselves by their denial of fraud and refusal to even see the overwhelming evidence at hand. Pence plays the part of a traitor and confirms the count knowing full well he will be branded a Judas and will never be trusted again. I think that's why the tears.
