You should get it on your cell for sure unless cel companies decide to further break the law...

I’m not sure if streaming companies have to comply but I would assume they do.

Probably not on your TV if you don't have cable, but your phone should be fine. A weather radio will also work. I don't have cable, so I only get weather alerts via phone and radio, which I'm guessing will also apply to EBS.
