(continued)... they are therefore obscure and generally unknown to average Americans and scholars and even Executive branch officials, they are sometimes referred to as "secret powers" of the President. Some have also called into question their constitutional viability.
Though there were academic articles and books discussing them since the 1980s, explicit public discussion about PEADS in the media did not begin until March 2020 when President Donald Trump said: “I have the right to do a lot of things that people don’t even know about,” during a White House press briefing with Prime Minister Leo Varadkar of Ireland.
No memoranda that are more recent than 1979 have been found that contain references to PEADs. However, CNN reported in 1991 that the Reagan administration had continued COG planning and revealed plans drafted by then Vice President George H. W. Bush that included a separate line of succession to the presidency conflicting with the Constitution.
Subsequent investigations have revealed that the Clinton, Bush, and Obama administrations have continued COG planning and maintained previous PEADs or developed new ones. The Security Index is also still maintained, now known as "Main Core," and is reported to contain eight million names. Since February 2000 PEADs are retained by FEMA "permanent[ly,]" until "superseded obsolete."
Mitch McConnell's wife was in Trump's cabinet this entire time and McConnell stabs him in the back? McConnell punted the impeachment until after the 20th, possibly for a reason. Possibly to buy Trump time to carry out what he needed to carry out. If he gets impeached early, this whole (potential) plan might fall apart.
Mike Pence apparently is going to church with Biden in the morning, attending the inauguration. Totally skipping out on Trump. Is nobody questioning this? This would probably be the best way to sell what could be a major military operation through tomorrow.
Not saying he hasn't. All I'm saying he doesn't necessarily need to and his legal counsel might advise him not to.
A lot of the Dems were referring to what happened on the 6th as an insurrection. Him using the insurrection act would potentially implicate him, no? Given an impending impeachment trial, I think Trump's team would want to steer clear if possible at all costs.
And if they don't need to call it, but instead declare a number of national emergencies and use PEADs instead, why take the risk.

Other thoughts come to mind as well.

A very high quality post that had to take a lot of work. Thank you.
How do you know he hasn't declared the Insurrection Act? That is a military thing, and only traitors talk about current missions. Hold strong.
