Not quite. DC is being seized!

Once POTUS leaves the WH, DC will be a foreign enemy occupation inside the sovereign LEGAL United States. CASTLE WILL BE LOCKED. Hence the fence keeping people out of the US, not out of DC, and all the mil (incl 10th Mtn).
