wasn't soldier, was security for building he was next to, he kept setting off alarm walking close to it

Couldn't make out the soldier, he said that the soldier laughed when he asked about Biden being sworn in but the rest sounded like the soldier just saying nothing is happening.

Either way, the guy was panhandling hardcore which was annoying.
