How can you declare an emergency "resulting from the 59th Presidential Inauguration" when it hasn't happened yet.... Or did it?
I can follow this and it sounds good, but doesn't the 20th amendment dictate inauguration on January 20 at noon? I can't find any information on how to get around that requirement.
Not really. I believe it reads that the terms of the outgoing President and Vice-President END at noon on January 20th. This allows there to be no power vacuum between one President leaving and another being sworn in, even if it is just for a few moments.
