As stated above, even if they weren’t allowed to stay for the entirety of the signing, they were escorted out faster than Senate was on the 6th

They weren't EO's they were proclamations, not the oval office either it was a room at the capital.
They were probably in the Blair House, used for people who are there temporarily.
