I actually worked as a "store detective" and caught shoplifters. Yes, you have to wait until they leave the store. BUT you can't wait 8 hours for them to drive home and use the goods and then go arrest them.

Once the act is "complete" you arrest them.

Today's act was complete almost 9 hours ago. What are we waiting for now????
