Do we know that there isn't any special policy regarding marines and the president.
I've been in certain buildings where we were instructed not to salute because it would be too disruptive to be doing it constantly. Or you salute if it's the first time seeing that person but not if you've been around them all day.
Not saying it doesn't seem significant but it's not completely outside the realm of possibility for this to be explainable.
