I think team Trump may have used the panic as a way to maneuver certain parts of his plan, however they did not create it and their attempts to fix it were blocked.(hydroxychloriquin)

correct, and it was no accident that many mayors, politicians, doctors and media people smeared Trump and the medicine. They are responsible for the deaths.
