I think they hate a fucking cheater most of all. Both sides, a sore loser and an smug bully will come to terms to punish the cheater.

The smug bullies don't care about the cheating, that's one of the problems. They love the cheating as long as they win and can bully the so-called loser (even if the loser actually won).
