Trump WH also did not list Obama's EOs.

There IS no change. Why does this go over your heard? Each white house website is re-written from the ground up and ONLY reflects the actions of the current administration.

The domain name for whitehouse.gov (until 20-Jan-2020) was effectively changed to trumpwhitehouse.archives.gov without changing anything. The new website looks completely different and borrows nothing from the old one.

The exact same handover happened in 2017.
