Don't know why you're downvoted. It seems to me that Biden is talking about the police beating the hell out of "us". I don't see the context of it meaning Trump.
I took it to mean that they were beat to hell over the issue being discussed. In other words, everywhere they went, they heard complaints about the Democrats wanting to defund the police.

Not to defend Biden here but he's even spoken about how he doesn't believe in defunding the police. He knows it's a terrible stance.
